SUBJECT: "PRE-DEPARTURE CLEARANCE AVAILABILITY AT JOHN WAYNE AIRPORT"
CANCELLATION: JANUARY 1, 1998

Effective January 26, 1996, an automation data link between John Wayne Airport Traffic Control Tower (ATCT) and authorized users will be available enabling utilization of Pre-Departure Clearances (PDC). The PDC process allows transmission of Instrument Flight Rule (IFR) departure clearances and related local information from the ATCT Flight Data Input/Output system to a participating aircraft via the participant's network computer system by data communication transfer. The PDC process virtually eliminates the need for verbal communication between John Wayne Clearance Delivery and participating aircraft and reduces verbiage and frequency congestion, particularly during peak traffic periods. Additional benefits result from reducing the opportunity for misunderstood clearances by providing participating flight crew with a printed copy.

SUBJECT: PRACTICE INSTRUMENT APPROACHES AT SAN LUIS OBISPO COUNTY AIRPORT

  1. In an effort to provide extended service to the users of San Luis Obispo County Airport , Los Angeles ARTC Center will provide VFR aircraft requesting a practice approach, standard IFR separation 24 hours a day. Such requests will be approved, traffic permitting.
  2. Los Angeles ARTCC currently provides approach control services for San Luis Obispo County Airport on frequency 119.05 MHz/269.5 MHz as the primary frequency and 124.15 MHz/327.8 MHz as the backup frequency.
  3. San Luis Obispo Tower hours of operation are 0700-2000 local using frequency 124.0 MHz.

OUTSTANDING CFI AWARDS PROGRAM

The Los Angeles Flight Standards District Office (LAXFSDO) is initiating an annual awards program to recognize outstanding CFI's who operate from the FSDO's five local airports. Flight Instructors from Compton, Brackett, El Monte, Hawthorne and Santa Monica Airports are all eligible for the awards.

CFI's are among the most important links in establishing the chain of safe, effective flying as well as being a major force in the life-long learning process in keeping it that way. The awards will identify MVP's (Most Valuable Pilots) to the District as well as to the aviation community at large.

The annual awards will be presented to a maximum of 2% of the active CFI's engaged in flight instruction throughout the District. Additionally, one of those selected will be the LAXFSDO's nomination for the Nationwide Outstanding CFI Program.

A CFI's professional attitude, performance, local reputation, contribution to aviation continuing-education efforts, and support of flight safety issues have all been established as major factors in the awards selection process. Student pilots, rated pilots, designated and FAA pilot examiners within the LAXFSDO all will be involved in the process.

Look for Outstanding CFI nomination ballots in the form of a mail-in flyer which will be available shortly at the LAXFSDO, FBO's and flight schools throughout the District.
